Belize City is nothing special. For beaches and diving you want to go to Caye Caulker and San Pedro.
Other options (among many) include Placencia, Caye Caulker and San Ignacio. Placencia (on the southern coast) is centrally located and gives you easy access to the barrier reef for great snorkeling and diving and to the Cockscomb Jaguar Reserve, as well as Monkey River.
